The National Mediation Board (NMB) has announced that it will hold at least one day of public hearings to discuss the agency’s proposed rule that would implement the changes to existing representation dispute and election procedures in the railway and airline industries made by the Federal Aviation Administration Modernization and Reform Act of 2012 (FAA Act). Issued on May 15, 2012, the proposed rule would amend NMB regulations regarding run-off elections, showing of interest for representation elections, and the NMB’s rulemaking proceedings to reflect the changes the FAA Act made to the Railway Labor Act (RLA).
The public hearing will be held on Tuesday, June 19, 2012 from 9 a.m. to 4 p.m. in the Margaret A. Browning Hearing Room (Room 11000), National Labor Relations Board, 1099 14th Street, NW, Washington, DC 20570. The NMB might extend the meeting an additional day if necessary.
Those wishing to attend the hearing must notify the NMB by 4 p.m. EDT on Friday, June 1, 2012. Requests to attend the hearing must be addressed to Mary Johnson, General Counsel, National Mediation Board, 1301 K Street, NW, Suite 250-East, Washington, DC 20005. Alternatively, requests may be submitted electronically to legal@nmb.gov. All communications must include Docket No. C-7034.
Individuals who want to speak at the hearing must submit a brief outline of their presentation when making their request and provide a full written statement by 4 p.m. on Friday, June 15, 2012. Individuals are also invited to submit a written statement for the record in lieu of making a presentation. Additional details and hearing attendance requirements are included in the notice published in the May 22, 2012 edition of the Federal Register.
