SAN FRANCISCO (August 8, 2022) – Littler, the world’s largest employment and labor law practice representing management, has added Noah Garber as a shareholder in its San Francisco office. He was previously an attorney at Kaiser Permanente and, prior to that, served for a decade at the National Labor Relations Board (NLRB). Garber is the sixth shareholder to join Littler’s ranks over the past month and the fifth shareholder in 2022 to join one of the firm’s 10 California offices.
“Noah’s experience guiding company leadership through the myriad of complex employment issues facing the healthcare industry, combined with his extensive litigation and investigations work at the NLRB, will bring a valuable perspective to our clients,” said Erin Webber, Littler’s managing director and president. “With a successful track record representing employers at trial and in arbitrations, as well as experience conducting investigations in both the public and private sectors, Noah is well-positioned to advise clients on developing robust compliance programs and devising proactive and practical solutions to address workplace issues.”
Garber has practiced labor and employment law for nearly 15 years, including providing counsel on various aspects of labor relations and conducting more than 900 workplace and compliance investigations. At Kaiser Permanente, a leading health care provider and not-for-profit health plan, Garber served as a senior employee relations investigator, managing investigations involving allegations of misconduct, compliance issues, and violations of policies and laws. He also counseled on labor relations issues and represented the company in labor arbitrations and mediations.

During his time at the NLRB, Garber served as a senior field attorney, investigator and hearing officer. His role involved litigating and investigating unfair labor practice allegations, handling all aspects of case management, appearing in federal court, and acting as a hearing officer in representation proceedings. With the arrival of Bruce Buchanan in Nashville, Garber is the second former NLRB attorney to join Littler in recent weeks.

Garber received his J.D. from Syracuse University College of Law and his B.A. from Binghamton University.
